Deputy Director of Programme Implementation (DDPI) / Emergency Team Leader (ETL) Child Safeguarding:
Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programmes; or are visiting country programmes; or because they are responsible for implementing the police checking/vetting process of staff.

ROLE PURPOSE: TheDeputy Director of Programme Implementation (DDPI) / Emergency Team leader (ETL) Jointly oversees all programme implementation and operational support to our programme activities.  The DDPI/ETL will also work to reduce the risks posed to the programs, personnel and assets of to Save the Children Tanzania as the Safety and Security Focal Point. This is a senior level role contributing to the oversight of 4 Dar es Salaam projects, our emergency response programme in Kigoma Region, and the Emergency preparedness to deploy elsewhere. 

As a member of the ESMT the DDPI/ETL helps create a positive, inclusive, proactive and accountable working environment within the country office. 
SCOPE OF ROLE:
Save the Children has been operational in Tanzania since 1986 providing support to children through developmental and humanitarian relief programmes delivered in support of Government of Tanzania priorities and policies both directly and through local partners.  Current programming focuses on child protection, child rights governance, education, nutrition, HIV/TB and emergency response. In 2012, as part of a global reorganization process, Save the Children combined programmes of SCUK, SCUS, SC Sweden to create a single operation in Tanzania.  We currently have an operational presence in Shinyanga, Mbozi, Zanzibar, Songwe, Kigoma and with Dodoma/Singida, we will starting up in April to 10 new Regions as the SR for Global Fund. We also work through partners in other parts of the country. We employ nearly 100 staff and have an annual operating budget of approximately $14.5 million.

Dimensions:

This is a challenging senior role in a changing operational context as the country programme continues to grow its overall portfolio, expands its geographic footprint, and seeks to strengthen operational reliability safety and effectiveness of its work, including through stronger partnerships with government and civil society actors. It requires a principled, dedicated, experienced and highly motivated individual who can help to drive forward our programme and our ambitions. The role will build on and embed an organizational culture utilizing a capacity building approach to strengthen established systems, policies and procedures, emphasizing an empowering strong project management, and ensuring staff understanding and compliance meets organizational quality standards.

Oversight and Management of Programme Implementation areas:-
  • With the DPI, contribute to the overall coordination of programme operations and delegated responsibility for field delivery of high quality programming in line with the objectives of the country strategy.
  • In collaboration with the Director of Programme Development and Quality, develop and maintain Save the Children’s vision for programming, as well as effective and efficient allocation of Country Office resources to achieve strategic goals and commitments.
  • In close coordination with the Director of Programme Development and Quality and Head of Award Management, participate in proposal development processes and ensure that all programmes progress in accordance with grant agreements, are completed on time, on budget and all deliverables are of high quality.
  • Lead and support budget holders across all programmes in the development  of their detailed implementation plans, procurement plans and phased budgets with appropriate and regular reviews at Regular Award Review meetings to ensure activities are implemented on time and spend is up to date as per plans.
  • Working with Director of Programme Development and Quality, participate in conceptualizing and designing cost effective, innovative and high quality programmes to serve difficult to reach children.
  • Effectively manage and support budget holders for individual projects and awards under line of responsibility.
  • Ensure programmes are implemented in ways responsive to the communities and children in line with Save the Children principles, values and strategic plan and following Save the Children compliance procedures. This includes working with government and national NGO partners to strengthen national capacity.
  • Support the preparation of timely and high quality progress reports, programme reports, and donor reports.
  • Oversee designated area and project offices and their operations.
Humanitarian
  • Support the strengthening of the Tanzania CO organisational readiness to respond to emergencies in all locations in line with global SCI humanitarian goal and benchmarks.
  • Support appropriate and  timely responses at scale to all emergencies consistent with established benchmarks, plans and organizational policies, and in close cooperation with short term incoming surge teams
Safety and Security
  • Manage and further develop the S&S structure that is consistent with agency practices and appropriate to programme needs
  • Ensure Tanzania Country Office complies with all Save the Children S&S Management Operating Standards and Standard Operating Procedures
  • Ensure that all required directions and support is provided promptly, at scale and in line with the rules and principles during emergencies, working closely with the Country Director and the Regional Office
  • Provide support and guidance to the Incident Management Team for security-related crisis
  • Manage and maintain the country-wide security plan that is consistent with the acceptance model but taking into account diverse local contexts and Save the Children standards
  • Ensure that all staff understand the country-wide security plan and agree to abide by its policies and procedures
  • Monitor the security environment and adjust safety and security policies, and procedures accordingly
  • Ensure quality and relevance of area security plans
  • Undertake reviews of policies and procedures; identify opportunities to enhance safety and security
Staff Management, Mentorship, and Development
  • Ensure appropriate and accountable staffing within the programme implementation team, including area office staff.
  • Support in the management of the programme implementation team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly.
  • Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff.
  • Incorporate staff development strategies and Performance Management Systems into team building processes. Establish results based system and follow up.
  • Work with all direct reports and other colleagues to create a culture of mentorship, coaching and staff development to build national capacity and retention within the Programme Implementation Department.

QUALIFICATIONS AND EXPERIENCE
  • A minimum of 5  years of  senior management experience in a development  (INGO/NGO/Donor) environment, including significant field operations experience running both emergency and development programmes
  • Master’s degree in relevant field, or equivalent practical experience
  • Robust experience of NGO programme cycle management, and with experience of working within a complex and matrix organisation structure
  • A very good understanding of at least 3 of the sectoral programmes and a working knowledge of the programme priorities of the Country Office 
  • Significant knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management
  • Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants from major institutional donors
  • Solid project management skills related to organisational development projects and international, cross-functional teams with a proven history of delivering results
  • Ability to analyze information, evaluate options and to think and plan strategically
  • An  in-depth  understanding  of  national  and  international  development  issues  in particular in relation to children
  • Previous  experience  of managing  and  developing  a  team  and  the  ability  to  lead, motivate and develop others

Social and Behavior Change Communication Advisor

Child Safeguarding: Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people

ROLE PURPOSE:  Save the Children seeks a Social and Behavior Change Communication Advisor who will serve on the upcoming Tanzania Multi-Sectoral Nutrition Activity (MSNA) Program. This program, funded by USAID, will intensify and integrate nutrition support to targeted regions of Tanzania, in order to improve the nutritional status of women of reproductive age, especially pregnant and lactating women, adolescents, and children under five years of age.
This position is contingent upon donor approval and funding.

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:
The Social and Behavior Change Communication (SBCC) Advisor serves as part of Save the Children’s core project staff for MSNA, but under the strategic guidance and oversight from the SBCC lead partner. The person in this position will: -  Support the strategic vision for social and behavior change and the use of communication to create that change linked to improved nutrition, WASH and agriculture outcomes; - Oversee qualitative research, including small formative studies and pretesting all materials with their intended audience—this research will help refine concepts or implementation strategies (as needed) to guide strategic program choices for communications approaches and tools; - Coordinate the development of the project’s social and behavior change communication activities that will range from print and audio supports, to advocacy materials to promotional print & TV,  to mobile technologies; -  Work with the creative agencies / consultants/ print houses hired by MSNA to develop the project materials ensuring that the agency has what they need to move forward materials production in a timely manner and the agency is providing timely and quality deliverables; - Support project staff to plan, coordinate, and disseminate all MSNA materials required for project activities in a timely manner; - Work with monitoring and evaluation experts to develop and help track critical indicators of SBCC implementation and uptake and behavior change at thecommunity level; -  Identify potential SBCC capacity needs of MSNA partners and support development of short trainings and/or reviews of SBCC implementation in MSNA with strong learning objectives;
- Serve as the day-to-day liaison between the SBCC lead partner technicalassistance and the project social and behavior change communications needs; and
- Travel as needed (at least 30%) between project work sites in the targeted regions of Tanzania.
-  Based on research findings and stakeholder consultations, coordinate with the technical team to lead the development of evidence-based nutrition and SBCC tools and materials.
-  Provide technical oversight for the design, development, and implementation of all nutrition and SBCC tools and training materials in collaboration with government and relevant stakeholders to maintain a quality and consistent approach across all target areas and technical interventions.

QUALIFICATIONS AND EXPERIENCE
Master’s degree preferably in communication or marketing; or social science such as sociology, anthropology; will accept degrees in other fields if there is evidence of sustained experience in the fields noted above;
Minimum of 7 years of experience in social and behavior change related work, including but not limited to strategic, development communications or campaigns, or commercial marketing/advertising. Preference preferably in the field of nutrition or in associated development areas of health or agriculture;
Experience necessary in creative, strategic communication design and media/materials development (mobile phones, print and/or television). This includes pre-testing and production of communications materials;
Work experience at the community level in programs that require active engagement with families and the community;
Knowledge of the public and private sector (marketing/advertising) communication landscape in Tanzania;
Experience with the design and implementation of qualitative anthropological/sociological research and /or communication monitoring and evaluation a plus;
History of engagement with USAID or development donor funded initiatives is highly desirable;
Fluency in Swahili and excellent written and verbal English language skills;
Extensive experience working in Sub-Saharan Africa; work experience in Tanzania highly desirable; and
Qualified Tanzanian nationals are highly encouraged to apply.
