Women Fund Tanzania (WFT) Women Fund Tanzania (WFT) is currently recruiting a Consultant for a new project “Women Leaders –Power of Change”, funded by the European Union (EU) and implemented in partnership with Hanns-Seidel Foundation (HSF) Tanzania, Office of the Registrar of Political Parties (ORPP) and Centre for Good Governance and Economic Development (CGGED) to develop a database of organizations/institutions working in the area of women political empowerment in the country.
WFT registered in September 2008 is the first activist and only women’s rights fund in Tanzania whose goal is to contribute towards women’s rights and empowerment, and to promote women’s and feminist movement building strategies through implementing a functional and empowering funding mechanism for women. Currently WFT in collaboration with HSF, ORPP and CGGED funded by European Union (EU) are implementing a three (3) years project (Women Leaders: Power of Change), i.e. from 2017 – 2019 with a major focus of contributing to the achievement of Sustainable Development Goal (SDG) 5, target 5 in Tanzania:
“Ensure women’s full and effective participation and equal opportunities for leadership at all levels of decision-making in political, economic and public life”.
The specific objective of the project is to enable women to participate to a greater extent in political processes in preparation of the Local Elections in 2019 and the General Elections in 2020. The project aims at achieving 3 outputs as follows:
Output 1: The capacities of 200 female aspirants are strengthened in the area of political leadership, ethics, campaigning, networking and equal opportunities in decision-making bodies.
Output 2: The capacities of the Office of the Registrar of Political Parties (ORPP) to institute, monitor and document policies and laws that increase participation and representation of women in political parties are enhanced.
Output 3: The knowledge and exchange between organisations active in the field of women are increased.
TERMS OF REFERENCE FOR HIRING A CONSULTANT TO DEVELOP A DATABASE OF ORGANIZATIONS/INSTITUTIONS WORKING IN THE FIELD OF WOMEN’S POLITICAL EMPOWERMENT.
Background
Although women can vote and run for public office in nearly every country including Tanzania, they account for less percent compared to their counter parts (men). In 2015 Elections for example women who made to the parliament through the constituencies comprised of only 9.8% compared to men who constituted 90.2%. On the side of councilors, only 5.2% were women and men were 94.8%.
Women have come a long way since then – but even in 2018, there is still a way to go. Political life is not easy for everyone – but it continues to be more challenging for women. And, what we are seeing today is that women’s progress has stalled. The numbers of women in politics have barely changed. So, women’s representation at various levels is small – even though women make up 51% of the country’s population and constitutes large percent of voters: This is called a democratic deficit. This means that when it comes to making decisions that most affect our country, women’s voices are not heard equally. In fact, women’s voices become of less importance when it comes making decisions that affect both men and women.
There are many hindrances to women participation in politics and leadership positions and one among them is the lack of information on where to obtain support. There are a number of organizations working in the field of women political empowerment however, there is no clear data of their where about and what they. Sometimes even the institutions because of not knowing each other, they tend to do the same things.
Recently WFT in collaboration with Hans Siedel Foundation have completed a mapping study that identified names of organizations and institutions working in the area of women’s political empowerment. WFT and its partners wish to use the report to develop a database that will support the aspirants trained under the European Union and beyond to be able to know where they can obtain support in their journey of contesting for different political leadership positions in the country. The database will also enable the organizations working in the field of women political empowerment to familiarize and engage with each other.
Objective of the Consultancy
The main objective of this consultancy will be to develop an online and offline database of organizations, institutions or individuals working to support women in the field of women’s political empowerment in the country. The database will contribute to supporting women political aspirants and mainstream stakeholders working in the area of women political empowerment.
Scope of Work
The database shall be dynamic and web-based as per the specification provided by WFT.
The consultant firm shall sign a non-disclosure agreement and
maintain strict confidentiality on any information accessed from the
database or provided by WFT. This condition shall apply even after the
end of the contract.
The consultant shall install and link the database to WFT website
and demonstrate the functionality of the database to the WFT’S IT Person
before final approval.
The consultant firm shall provide a minimum of 1-year back-up service from the date of delivery of the database to WFT.

Qualification and Experience Required
The prospective consultant will be selected on the basis of their proven experience, qualifications and ability to deliver good quality work in a timely and efficient manner. Minimum qualifications, experience, knowledge and other capabilities of the consultant will include;
Reporting
The consultant will report directly to Women Fund Tanzania (WFT) and in particular to the Communication and IT Person, for all matters pertaining to the conduct of the exercise. The consultant will be required to submit an inception report not more than 8 pages outlining the action plan, including logistic plans, etc. to develop a database. The action plan will be further elaborated once a consultant has been selected and the work awarded. The consultant should also submit the final report one week after the completion of the presentation to the Quality Assurance team.
Duration
The assignment should be completed within 100 days from the date of signing the contract agreement. The days given include the period of presenting the first draft report to the Quality Assurance to the day of producing final report.

Contract Duration The contract duration will be 100 working days.
Payment Schedule
The modality of the payment for the consultancy will be done in 3 installments: - 30% upon submission of the inception report; - 50% upon finalization of the first draft report; - 20% upon delivery of the Final report.
