1. Senior Advisor, Health Management Information System and Monitoring & Evaluation

In 2016 Management Sciences for Health (MSH) was awarded a grant from the Centers for Disease Control and Prevention (CDC) to provide technical assistance to the Tanzanian Ministry of Health Community Development, Gender, Elderly and Children (MOHCDGEC) and public health institutions (PHIs). Through this CDC-funded Technical Support Services Project (TSSP), MSH supports the MOHCDGEC and PHIs to continuously improve the health system required to achieve and sustain HIV epidemic control in Tanzania. TSSP provides support in four areas including: Health Management Information System (HMIS) with Monitoring and Evaluation (M&E); Client-level Data Systems (CLDS); Human Resources for Health (HRH); and Quality Assurance and Quality Improvement (QA/QI).

The aim of the HMIS/M&E area is to improve quality of health systems, data, analysis, dissemination and use of data to enhance evidence-based decision making at various government administrative levels.

The Senior HMIS/M&E Advisor will lead the project M&E activities including systems development and implementation, strategy and guidance document development, capacity building, quantitative and qualitative data analyses, program evaluation, and routine program monitoring activities, to provide the needed advisory and capacity building support to the MOHCDGEC and PHIs and to meet the CDC development assistance goals in Tanzania.

S/he will also maximize synergy and integration of HMIS/M&E with the other project’s work streams (Client-Level Data Systems; Human Resources for Health; and Quality Assurance/Quality Improvement).

2. Advisor Quality Assurance / Improvement
Overview: Management Sciences for Health (MSH) is seeking a dynamic, results-focused professional for the position of Quality Assurance/Improvement (QA/QI) Advisor for the Technical Support Services Project (TSSP), a President’s Emergency Plan for AIDS Relief (PEPFAR) and Centers for Disease Control and Prevention (CDC)-funded project in Tanzania. The goal of the project is to provide technical assistance to the Ministry of Health, Community Development, Gender, Elderly, and Children (MOHCDGEC) and to Public Health Institutions (PHIs) in Tanzania, including the National AIDS Control Program (NACP), the Zanzibar Integrated HIV, TB, and Leprosy Program (ZIHTLP), and the National Institute for Medical Research (NIMR) to lead and manage the country’s HIV response and build sustainable health systems.

The QA/QI Advisor will provide technical assistance (TA) to the MOHCDGEC and to prioritized PHIs to institutionalize QA/QI standards and processes through coordination and implementation of the Star Rating quality assessment and improvement program in health facilities delivering HIV services. The QA/QI Advisor will also support the development/adaptation and application of QA/QI data management systems to track the implementation of health facility quality improvement (QI) plans and other HIV/AIDS service quality improvement activities in PHI programs.
