Purpose of Position
The purpose of this External announcement is to attract suitable Water Supply, Sanitation, Hygiene (WASH) Behaviour Change Specialists from outside the organization for inclusion in the WASH roster for Eastern and Southern Africa region. The purpose of the WASH roster is to ensure that our regions' WASH programming is in line with the organization's strategic goals, by improving quality advocacy, programming, evaluation, assessment and service delivery. Therefore, it is not a regular vacancy announcement but rather a campaign to attract candidates with strong WASH experience interested in short term assignments with UNICEF.

This announcement is targeting External candidates outside of UNICEF with interest in working with the Regional Office (based in Nairobi Kenya) and in any of the countries within UNICEF's Eastern and Southern Africa (ESAR) region for the next 24 months. The countries within each region are listed on the following web site http://www.unicef.org/infobycountry/index.html.

The roster serves as an intermediate between consultants interested in working on UNICEF consultancy/TA assignments, and Regional Office/Country Offices seeking support. It is a list of vetted individuals that are viewable by the Regional Office and Country Offices that are looking for consultants/TAs who can help them in specific assignments, missions or projects.  Once a suitable individual is found in the roster, a selection and hiring process commences immediately.
We are currently looking for WASH Specialists, familiar with the needs of marginalized and vulnerable and social excluded children and their families....

Background:
1.1  General overview:
Water, Sanitation, and hygiene (WASH) is important in its own right, and is also necessary for health, nutrition, education and other outcomes for children. Providing WASH services in schools has an enormous contribution in fulfilling children̢۪s rights to health, education as well as promoting gender equality, privacy and dignity.

Improved WASH services in schools contributes largely to the promotion of appropriate hygiene practices, increases access to quality education along with supporting national and local interventions to establish equitable, sustainable access, to safe water and basic sanitation services in schools.
Children who are busy collecting water or are exhausted by the drudgery involved often miss school or its full benefits. Some children, especially adolescent girls who have attained the age of menarche, may be put off from attending school (or their parents might refuse to let them attend) if facilities are filthy, too few, shared with boys, or non-existent. Children who do go to such schools may face health risks because of the unsanitary conditions.

Efficient and effective use of data for right decision making is critical for maximizing impact of investment on health and nutrition status for children. Tanzania is one of front runner countries in terms of evidence based planning and monitoring at decentralized level using quality administrative data. Over recent years, UNICEF Tanzania Country Office has deployed efforts to support the Government in the development and advancement of data information management system and innovative data collection system such as District Health Information System 2 (DHIS2) and ALMA RMNCAH Scorecard to be introduced and institutionalized in Tanzania. The use of data from these platforms and information is critical to improve data quality, as well as for better prioritization and programming. Insufficient and ineffective use of data collected from these platforms has been identified as key challenge during planning cycles and further support on data use has been requested by the Permanent Secretary in the ministry of health in the Government of Tanzania. UNICEF Tanzania Country Office has a comparative advantage in this area and plays a critical role in the support provided to the Government to address and respond to the call at both national and decentralized levels.
