Program Management 70%
Job holder provides expert technical and scientific advice in developing, planning, implementing, monitoring and evaluating epidemiologic studies, operational research and targeted evaluations for HIV/AIDS Care and Treatment and Health Systems Strengthening projects. Develops specific research goals and objectives and works with CDC/DGHA Tanzania and implementing partners to ensure that such objectives form the basis for epidemiologic and operations research and program evaluations and that these objectives are achieved. Collaborates with donor agencies, USG interagency teams to assist the Tanzanian government and implementing partners in developing research protocols, implementing studies, conducting analyses and writing reports. The scientist will serve as an investigator on between 4-8 implementation science activities, with combined budgets of approximately $2 million, coordinating complex collaborations with co-investigators from a diverse set of institutions. In addition, the scientist will review and provide feedback on concept notes, protocols, tools, and evaluation budgets for between 10-20 science activities per year in the C&T and HICB branches. Within these branches, guides CDC program officers, Branch Chiefs, and implementing partners in the requirements and process for ethical review of protocols and clearance of publications. The scientist analyzes data and develops publications and presentations for dissemination at national and international conferences and meetings. The scientist will review and help to strengthen abstracts, presentations, posters, reports, and manuscripts arising from implementation science work within the C&T and HICB branches. Represents CDC to the Tanzanian government on HIV research issues; provides guidance and technical assistance to partner staff leading research projects and implementing staff to enhance staff skills and maintain quality standards for research studies and projects.

Serves as principal advisor to the Associate Director of Science (ADS) in the: a) review of the Country Operational Plan (COP) to ensure that proposed activities are within the scope of the Operational Research Strategy/Agenda; b) preparation of technical analysis/assessments to identify areas for technical support and improved implementation to ensure that partners will reach overall goals and objectives; c) quarterly tracking of milestones, budget and concrete progress on implementation science activities for their supported Branches. Incumbent recommends appropriate action such as program modifications, and manages coordination efforts on program evaluation and impact assessments. Incumbent develops the practice of good science within CDC Tanzania and local partners by working with the Associate Director of Science, Science Office colleagues and the Team Lead for Science Support to develop and implement systems and standard operating procedures to ensure efficient, effective scientific processes.
Job holder conceives and develops research evaluation strategies and methodologies; conducts site assessments of progress in implementing CDC HIV operational research projects carried out by implementing partners of the USG; monitors and evaluates progress of projects, identifies scientific, human resources, logistical, and financial problems; identifies training needs, coordinates training and conducts formal training sessions and workshops for implementing partner staff participating in epidemiologic studies and operational research projects. Makes revisions or takes remedial action as necessary to overcome obstacles and constraints to progress.
Provides assistance in developing appropriate data management systems to capture research data and findings and provides assistance to the implementing partners in analyzing and interpreting data and measuring the impact of research findings and results. Research and Evaluation projects will vary in level of inputs required. In addition, recipients of technical assistance outside CDC Tanzania will vary and are likely to include MOHSW, other GOT staff, local partners eg. NIMR and other PEPFAR implementing partners.
Capacity Building 20%Builds capacity in science skills by mentoring and training program staff, government and local partners on science projects, using systematic approaches, to achieve better science skills. Capacity building will be woven through many of the tasks carried out by the incumbent. Capacity building will be carried out using best practices and systematic approaches developed by the incumbent as part of a team led by the Science Office Chief/ADS.
Identifies training needs through engagement with program staff, and works alongside Science Office colleagues to respond to these training needs to further build capacity in-country. Provides secondary mentorship to a Science Office Fellow within the same program areas, offering day to day guidance and regular meetings to ensure the Fellow is able to pursue their activities in an efficient and effective manner.
Administrative Management/Interagency Coordination 10%
Prepares regular and frequent oral and written reports to Associate Director of Science and other CDC Tanzania leadership on the progress of CDC Tanzania Care and Treatment and HICB Science Portfolio activities through weekly bullets for senior staff, reports, memoranda and a tracking matrix. Responds to requests from NGOs, health care organizations, and medical professionals for information and technical assistance on operational research projects and issues. In collaboration with other USG partners, compiles and edits operational research activities for the Country Operational Plans (COP).
Job holder maintains files and records relating to data collection and reporting process specific to the activities and programs for which responsible. Incumbent is responsible for data integrity and security of information in the reporting databases. Other program files include protocols, research determinations and IRB approvals, reports, abstracts, and presentations.
Provides additional science-related administrative support when required by Associate Director of Science.
Qualifications and Evaluations Requirements:
-Five years of experience in the development and implementation of large scale health research and evaluation in resource limited settings is required.
Education Requirements:
Doctoral level qualification (PhD, DrPH or MD) from an accredited University in public health, epidemiology or biostatistics is required.
Evaluations:
Level IV (Fluent) reading/speaking/writing in English and Kiswahili is required.
Qualifications:
