POSITION: Senior Procurement OfficerREPORTS TO: Support Services Manager
DUTY STATION: Dar es Salaam
Purpose of the post: The purpose of this job is to oversee procurement processes including procurement planning, purchases and monitoring to ensure strict adherence to procurement policies, procedures and regulations and value for money. This role also supports regional teams with procurement and logistics processes.

Major duties and responsibilities
– Oversee procurement and logistics processes at the headquarters and regions to ensure procurement of quality items and optimal utilization of resources in accordance with AGPAHI procurement procedures;
– Review and approve procurement requisitions and purchase orders in liaison with Procurement Officers to ensure efficient utilization of resources and minimal wastage;
– Draw tender documents to invite bids from qualified suppliers to provide necessary goods and services to AGPAHI in line with the procurement policy;
– Review invoices received on purchased goods for verification and submit to the Finance department for payment within the credit period;
– Participate in contract negotiations for provision of goods and services to ensure AGPAHI gets the highest possible value for money spent;
– Oversee the establishment of service level agreements for common goods as per AGPAHI standards to ensure efficiency in delivery of frequently used items;
– Provide procurement and logistics support to AGPAHI teams in the various zones in collaboration with Procurement Officers to ensure availability and adequacy of resources to support program activities
– Oversee logistical arrangements to ensure proper quality control, specification compliance, monitoring and verification of deliveries, plus timely delivery to the end user
– Oversee he maintenance of procurement records and files in accordance with procurement filing procedures for ease of retrieval when need arises; and
– Prepare periodical and ad-hoc reports to provide updates on the status of procurement activities and processes enabling informed decision making going forward.
Qualifications, Skills and ability
i. Bachelors’ degree in Procurement, Logistics or any other relevant field.
ii. Professional Certification in Procurement e.g. CIPS or equivalent.
iii. Six (6) years of relevant experience in similar position from a reputable institution

b. Understanding of Procurement laws of Tanzania;
c. Ability to monitor adherence to Procurement regulations;

POSITION: Program Officer, TB/HIV
REPORTS TO: Regional Program Coordinator
DUTY STATION: Mara
Purpose of the post
The Program Officer TB/HIV will work under the direction of the Regional Program Coordinator and Program Manager. This person works in close collaboration with the Ministry of Health District Tuberculosis and Leprosy Coordinators, District HIV/AIDS Control Coordinators, and Council Health Management Team. The Program Officer TB/HIV will provide technical assistance to health facilities workers, tuberculosis clinics, and HIV clinics for the implementation of joint tuberculosis HIV program activities
Major duties and responsibilities
– Maintaining baseline data on tuberculosis and HIV activities in the district.
– Participate in training of other health care providers in TB/HIV Prepare quarterly TB/HIV reports and submit timely to the CHMT
– Develop and coordinate an effective referral system of tuberculosis and HIV patients to appropriate services for HIV counseling, screening, care, and treatment within the district or region
– Support and monitor implementation of TB/HIV program
– Prepare regular quarterly tuberculosis/HIV reports and present findings during relevant meetings.
– Participate in quarterly district meetings.
– Conduct supervisory visits to tuberculosis and HIV diagnostic and care facilities, provide on-the-job training for providers, prepare reports on supervisory visits, and provide feedback on achievements and constraints to the Zonal Tuberculosis/HIV Coordinator and the facilities visited
– To systematically provide guidance for improvement and follow up whether or not issues have been solved, or advice has been followed
– Identifying site staff training needs, organize and facilitate trainings when required
– Participate in development of proposals and work plans for TB/HIV Programs
– Supervising district mentors’ TB/HIV activities in assigned districts
– Apply Ql principles in regular supportive supervision through focusing on priority areas and utilizing Ql-based methods /tools for improvement.
– Analyzing and providing feedback on TB/HIV results to site staff, CHMT, PC-QI, immediate supervisor and where possible RHMT
– Assist health facilities in formulating, implementing and following up Quality Improvement Projects (QIPs), providing technical assistance regularly and when requested through regular supportive supervision, Ql meetings and other site visits.
– Ensure sites trained in Ql meet regularly to discuss quality of services and to plan for improvement where needed. This might require the PO, TB/HIV to attend the meeting or to receive the meeting minutes and submit to PC-QI.
– To perform a systematic supervision of M&E systems and to make effective use of M&E data to monitor performance of TB/HIV program and to provide feedback.
– Make use of CTC 2 and GLASER data base to monitor performance of sub grantee
– Assist sites with quarterly preparation of TB/HIV reports when necessary
– Assist in the preparation and review, compilation and submission of TB/HIV reports to the M&E department
– Track progress at All sites through site visits and reports
– Participate in the orientation of newly recruited POs and visitors
– Acts as the main contact person for sub-grantees to coordinate the communication between sub-grantee, Regional office and other program staff
– Provide feed- back to sub-grantee and other relevant stakeholders based on ISS, M&E and specific departments
– Advocate for inclusion of TB/HIV activities in the CCH
– Document lessons learnt and provide inputs into the way forward/best practices for TB/HIV project implementation
– Assist in the dissemination of lessons learnt and better practice from the program
Qualifications, Skills and ability
– Bachelor’s Degree in Medicine, Nursing or Social Sciences from a recognized institution
– Current registration with the Medical Council of Tanganyika or equivalent professional body
– Three (3) years of relevant work experience
Technical Competencies
– Knowledge of national laws and regulations governing paediatric AIDS services and operations;
– Experience working with donor funded organisations requiring community level engagement;
– Knowledge of relevant AG PAH I donor requirements;
– Ability to produce comprehensive reports;
– Proficiency in the use of databases such as Microsoft Access, Epi-lnfo and analytical software, such as STATA, SPSS, R Skills in operational research;
– Good facilitation skills and ability to deliver training; and Discretion with confidential information.
