THPS is an indigenous NGO established under nongovernmental organization act No 24 of 2002 in 2011. THPS works in partnership with the Ministries of Health Community Development Gender Elderly and Children (MoHCDGEC) and Regional Administration and Local Governments (PORALG) with a goal of ensuring accessible high quality health care services to Tanzanians; through strengthening of resilient health systems for quality health services including comprehensive HiV/AIDS Prevention, Care, Support and Treatment services in Pwani, and Kigoma regions. This is a continuation of the PEPFAR funded broader US Government HIV/AIDS initiatives through Centre for Disease Control Tanzania (CDC) in Tanzania.
As CDC Sub-Grant awardee; THPS is currently seeking highly experienced, committed and motivated Tanzanians to fill in the following position in its Kigoma Regional Office:
POSITION TITLE: Regional Manager
REPORTS TO: Director of Program Implementation
LOCATION: Kigoma Regional Office with frequent field travel
OVERALL JOB FUNCTION:
The successful candidate will be a member of technical staff and extended leadership group. S/He will have the responsibility to provide THPS leadership supporting the Kigoma regional health management team (RHMT) and district health management teams (CHMTs) in implementation of HIV prevention, care, treatment and support in the region. Specifically, the appointee will be responsible for the planning and coordination of HIV care and treatment activities at THPS supported sites in Kigoma region to ensure a good working relationship with regional and district authorities in Kigoma.
KEY RESPONSIBILITIES:
- Oversee the overall planning, initiation and implementation of comprehensive HIV prevention including prioritized and index HIV testing and counselling, Care and Treatment, PMTCT/EID, Adherence psychosocial support, retention and community linkages, TB/HIV integrative services, sexual and reproductive health including c screening for cervical cancer, palliative care, Lab and Pharmacy services at THPS supported sites in Kigoma Region.
- Ensure that the THPS Kigoma team meets program targets and timely provide weekly, monthly and quarterly targets
- Liaise with the RHMT, CHMTs, MOHCDGEC officials and other stakeholders in coordinating implementation and complementarity of the program and compliance to the Ministry of Health guidelines.
- Represent the THPS in regional forums as may be requested
- Ensure that THPS technical team in Kigoma support program implementation by building capacity of RHMT and CHMTs in program management and various technical domains for program sustainability.
- Work closely with the THPS Central Technical Team in programmatic aspects of HIV/AIDS implementation programs.
- Supervise and oversee overall activities implemented by Program Officers and other Staff for Kigoma region.
- Participate in THPS strategic planning sessions including planning with sub grantees in the region, development of Country Operational Plan (COP) activities and other planning related activities as will be deemed necessary.
- Participate and represent THPS in National Program related activities e.g. Development of curricula/guidelines, SOPs.
- Oversee renovations and site improvements at program sites in Kigoma.
- Coordinate procurement of equipment and consumables for the sites in Kigoma.
- Preparing budgets, work plans monthly and quarterly reports and other technical papers.
- Coordinate the training of site staff in line with the approved budgets
- Assist in the program in Monitoring and Evaluation activities in Kigoma.
- Perform any other related duties as assigned by superiors from time to time.
QUALIFICATIONS AND EXPERIENCE:
- MD preferably with Masters in Public Health (MPH)
- 3+ years experience in program planning in a developing country setting.
- Experience with HIV/AIDS programming
- Familiarity with district level health care system in Tanzania
- Strong supervisory and management and team oriented skills.
- Ability to work independently with strong problem solving skills
- Fluent in English and Swahili with good verbal and written communication skills.
- Must be a Tanzania Resident.
