Description
The Maternal and Child Survival Program (MCSP) is a global U.S. Agency for International Development (USAID) cooperative agreement to introduce and support high-impact health interventions in 25 priority countries. MCSP is implemented by JHPIEGO in partnership with John Snow, Inc. (JSI), Save the Children, ICF International, Results for Development, PATH, PSI, and CORE Group. Working closely with the USAID mission, Tanzania government, non-governmental organizations, local communities, and partner agencies, MCSP will support the implementation of evidence-based public health interventions at scale to achieve the goals of EPCMD. To achieve this, MCSP will engage government, policymakers, private sector leaders, health care providers, civil society, faith-based organizations and communities in adopting and accelerating proven approaches to address the major causes of maternal, newborn and child mortality and to improve the quality of health services from household to hospital. MCSP in Tanzania tackles these issues through approaches that focus on strengthening health care, health systems, and information systems. JSI leads MCSP’s work in Tanzania in health information systems (HIS) strengthening, specifically around the development of an Enterprise Architecture specifically on the data exchange to streamline national electronic reporting systems for all Ministry of Health Community Development, Gender, Elderly and Children (MOHCDGEC) sectors.

The System Analyst/Software Developer will support JSI’s work under MCSP in improving health information exchange among health information systems in Tanzania. The System Analyst/Software Developer will support the technical integration of healthcare provider systems and other clinical and administrative systems into the Health Information Mediator (HIM) network. They will also assist in the design, development, testing, documentation and maintenance of the HIM, Data Warehouse and other systems.

RESPONSIBILITIES
Responsibilities will include, but are not limited to the following:
  • Development, configuration, testing and implementation of data exchange interfaces that share data among multiple healthcare providers clinical and administrative systems such as patient electronic medical records (EMRs) systems.
  • Deploy and maintain a number of various UNIX servers hosting different instances of the application on an in-country data warehouse. The maintenance calls for both the base application hosted and the hosting operating system. 
  • Support development, configuration, testing and implementation of data exchange interfaces that share data among administrative registries such as health worker registry and facility registry as well as clinical program registries (e.g. immunization, vaccine, HIV, TB, malaria).
  • Support the development, configuration, and operationalization of HIM configurations that use standards-based data exchange between different applications.
  • Support registration/on-boarding of organizations and systems with the HIM application to support data exchange.
  • Support the design, development, testing, and implementation of other HIE interoperable system modules including Client Registry, Facility Registry, Health Worker Registry, Shared Health Record and Terminology Services Registry.
  • Monitor key performance indicator (KPI)-based dashboard on completed transactions, error reports and other day-to-day operations related to the Health Information Mediator and associated systems. 
  • Assist in the development of SOPs on how to use, maintain and administer the HIM and associated applications.
  • Routine maintenance of security checks, encryptions, system upgrades, compatibility standards of the hosting environment plus implementing and maintaining regular backups of the application, data sources, usage/access logs and encrypted raw data dumps.
  • Contribute to global communities of practice on using an open source software application to improve health systems.

QUALIFICATIONS
Applicants for this position should possess the following minimum qualifications:
  • Bachelor’s degree in IT or Computer Science or related concentration from recognized University/College with experience on designing and implementation of web-based platforms, Master’s degree in health and/or information systems or related field is an added advantage.
  • More than 5 years of experience in health systems integration, data exchange and interoperability including standards and best practices for the development, implementation and ongoing operation of health information exchange networks and/or integrated health information systems.
  • More than 5 years of experience with agile software development methodologies and managing deployments, maintenance, disaster recovery and supporting production applications.
  • 5 years or more of experience with design, development, and deployment of open source applications especially in Java, Apache, advanced UNIX permissions and database development. 
  • Up-to-date knowledge of technologies, methodologies and technology standards associated with interoperability and an understanding of the constraints and benefits of different technologies. Applicants with experience in using containers for deployments such as Docker or Kubernetes will have an edge.
  • Demonstrated experience in build capacity and working closely with Ministries of Health
  • Strong project management experience, ability to deliver results with short deadlines and under intense pressure while maintaining flexibility and quality of work.
  • An effective communicator in English including public speaking/presenting, written and verbal communication skills.
  • Demonstrated initiative and creativity in problem-solving using innovative and reliable techniques.
  • Proven ability to work as a highly effective team member, as well as able to work independently to high standards (including when deadlines are tight).
Salary commensurate with experience.
