Background 
The Community Health and Social Welfare Systems Strengthening (CHSS) Program is a five-year USAID funded cooperative agreement led by JSI Research & Training Institute, Inc. with partner World Education, Inc. CHSSP’s goal is to build capacity of the Government of Tanzania’s health and social welfare structures at the community level to enable more accessible, higher quality health and social services for HIV affected and other vulnerable populations in targeted communities in Tanzania.

Job Summary 
The Zonal Director is a full-time position that will be based in Dar es Salaam. The position will serve as the technical and management officer within the Zone, providing leadership and coordination in strategic planning, program development and management, and overseeing the implementation of activities within the Zone.
S/he will report to the Deputy Chief of Party and works closely with the technical team, CHSS partners and other stakeholders in CHSS areas of operation.

Primary Responsibilities and Duties: 
Working closely with the CHSS and partners, the Zonal Director will:
 Oversee CHSS program implementation in the Zone; 
 On behalf of CHSS management liaise with Zonal Secretariat (RAS) office, CSO’s and LGA’s with CHSS interventions; 
 Manage and lead a number of Zonal office CHSS staff including Social Welfare Officers, Quality Improvement and Capacity Building Coordinator, Training Coordinator, M&E Officer, Finance and Administration Manager, CSOs Systems Strengthening Coordinator 

 Support and work with national level office staff in guiding and providing technical information insuring appropriate interventions consistent within the area of proximity; 
 Work closely with Civil Society Capacity Development and Engagement Team and the Social and Community Health Team in interpreting health and welfare related policies and supporting the Health and Welfare workforce in the Zone; 
 In collaboration with Zonal team, design promising health and welfare models, supporting their replications and coordination;
 Identify CHSS implementation challenges and work with the Zonal team and CSO’s to design and implement advocacy strategies in lines with National level CHSS Advocacy; 
 Coordinate CHSS program interventions Zonally aiming at strengthening community health and welfare systems, including CSO’s capacity building ; 
 Organize and lead CHSS sensitization and dissemination meetings at Zonal and LGA levels; 
 Produce Zonal comprehensive activity reports and updates to the national CHSS senior management team;
 In collaboration with the M&E team, monitor and identify Zonal implementation gaps and do immediate adjustments consistent with CHSS technical approaches and principles; 
 Advise CHSS national office on an appropriate way to manage matters arising from implementation of various activities in a Zone; 
 Oversee CHSS Zonal financial and material resources; and 
 Perform other duties consistent with the role and responsibilities of the position.

Desired Qualifications: 
 A Master’s Degree in business or public administration, social work, public health, international development or an equivalent field with experience in Tanzanian government planning processes and civil society organization management at national and decentralized levels; 
 In-depth knowledge of health and social welfare services policy framework and program implementation in Tanzania; 
 A minimum of 10 years of successful experience as senior-level technical advisor/expert in health projects of equivalent size and complexity, funded by USAID – and especially PEPFAR - or by other international donors is required.
 Demonstrated experience working with Tanzanian government structures at national and decentralized levels on planning and community engagement for health and social welfare services resource allocation; 
 Have highly developed professional conduct and ability to build strong partnerships with relevant national, regional and district leaders and represent the program among other government and donor stake holders; 
 Proven ability to provide leadership to relevant Zonal task forces and technical working groups;
 Proven ability to provide high level technical guidance to multi-disciplinary program implementation teams; 
 Proven ability to work effectively both individually and as a team member; 
 Demonstrated skills in spoken and written English at ILR Level 4 or the equivalent; 
 Demonstrated experience producing high quality English-language communication products such as progress reports, case studies, and research protocols; 
 Proficiency with Microsoft Office and other common software;
