ICAP at Columbia University is a Non-Governmental Organization affiliated with Columbia University’s Mailman School of Public Health (MSPH) registered in Tanzania as MSPH Tanzania LLC since February 2005 (SO No. 12987). ICAP currently operates in nine regions across Tanzania and employs over 200 people to deliver public health interventions in close collaboration with the Ministry of Health, Community Development, Gender, Elderly, and Children (MoHCDGEC) and the National AIDS Control Program (NACP).

Since October 2016, ICAP has been receiving PEPFAR funding from Centers for Disease Control and Prevention (CDC) for a 5-year project delivering HIV interventions as the community implementing partner. Known in country as the FIKIA Project and currently in Year 3 of 5 for implementation, the project provides community-based HIV prevention interventions including HIV testing to key and vulnerable populations (KVP). The goal of FIKIA is to accelerate, expand, and improve the quality of comprehensive community-based HIV prevention services to KVP in order to achieve epidemic control. FIKIA implementation spans a total of 46 districts across nine regions (including Kagera, Kigoma, Mwanza, Geita, Simiyu, Mara, Pwani, Tanga, and Dar es Salaam), aiming to deliver essential HIV interventions to nearly 1 million people each year.

ICAP employs competent, dynamic individuals with strong technical knowledge and public health management skills in implementing the program objectives. Position Title: Technical Advisor – Community Based HIV Services
Reports to: Director of Prevention Services Supervises: Technical Officers & Program Improvement Manager Location: Dar es Salaam

Overall Job Function: The incumbent will be responsible to lead technical assistance on community-based HIV services being implemented under ICAP’s FIKIA project in all nine implementation regions (Dar es Salaam, Pwani, Tanga, Mwanza, Mara, Simiyu, Geita, Kagera, Kigoma).

A member of the central technical team, under the guidance of the Director of Prevention Services, s/he will work closely with regional teams to provide technical assistance ensuring effective implementation of programs to achieve 90-90-90 goals for HIV epidemic control. S/he will work with teams to improve identification of new cases, index testing, community ART initiation, and linkage and retention.

Examples of technical areas of focus include index testing, paediatrics testing, linkage & retention, commodities forecasting, and mobile clinic services. 

Specific responsibilities and duties:
  • Oversee planning, implementation and monitoring of the designed community-based HIV programs to achieve programmatic goals.
  • Supervise regional offices to develop annual work plans to achieve 100% of annual targets on HIV testing, yield, ART initiation, retention and other related indicators and closely monitor the implementation of work plans
  • Monitor and identify gaps in program implementation for HIV testing, ART initiation, and retention in care and lead planning and rollout of new strategies for improvement.

Required Qualifications, Knowledge and Skills:

Position Title: Technical Advisor, Research and Evaluation
Reports to: Director of Prevention Services Supervises: Technical Officers and Study Coordinators Location: Dar es Salaam Travel: Up to 30% in intervention regions
Overall Job Function: The incumbent will be responsible to lead technical assistance and coordination on initiatives in research, evaluation, and laboratory for the ICAP FIKIA project in all regions (Mwanza, Kagera, Geita, Simiyu, Dar es Salaam, Pwani, Tanga, Kigoma and Mara). A member of the central technical team, under the guidance of the Director of Prevention Services, s/he will be responsible to manage planning, logistics, and rollout of research initiatives. Major planned studies to undertake in the current year include an HIV recency surveillance study using rapid tests, a multi-region integrated bio-behavioral survey (IBBS) for key populations, an IBBS for fisherfolk in Lake Victoria regions, and a study on HIV networks around transport corridors. 

Specific responsibilities and duties:
  • Provide technical support for the planning, implementation, and monitoring research studies and evaluations.
  • Develop protocols, SOPs, and training materials for research and evaluation initiatives
  • Submit and ensure all studies have current approvals from relevant Institutional Review Boards (IRBs).
  • Ensure compliance with international and national standards and best practices for research and program implementation and that all programs are implemented in accordance with the protocol, SOPs, good clinical practice, and ethical/regulatory requirements.

Overall Job Function: The incumbent will be responsible to provide technical assistance on initiatives related to surveillance and surveys for the ICAP FIKIA project in all regions (Mwanza, Kagera, Geita, Simiyu, Dar es Salaam, Pwani, Tanga, Kigoma and Mara). S/he will work closely with the Technical Advisor for Research & Evaluation to implement planning, coordination, and technical assistance of integrated bio-behavioural surveys (IBBS), size estimations, mapping, and disease surveillance approaches among targeted populations including key and vulnerable populations (KVP). S/he will support any lab activities associated with the studies. 

Specific responsibilities and duties:
  • Participate in the planning of IBBS and other surveillance strategies including stakeholder engagement/meetings, protocol development and submission, and dissemination of findings.
  • Assist in the implementation of IBBS and other surveillance strategies including development of tools and standard operating procedures (SOP), trainings, monitoring and supervision of activities, and preparation of reports.
  • Conduct site supervision to ensure IBBS and other surveillance strategies are being implemented with integrity and fidelity.

Overall Job Function The incumbent will be responsible to coordinate the implementation of ICAP’s FIKIA project – a community-based HIV prevention project reaching key and vulnerable populations (KVP) – in the job location region. S/he will work closely with his/her Zonal Project Manager and the central technical team to ensure high-quality program implementation at the regional level and all targets related to the project in the region (on HIV testing, reaching KVP, etc) are met. The incumbent will also be responsible for stakeholder engagement and partner collaboration at the regional level. 

Specific Responsibilities and Duties:
  • Lead and manage all staff working on the ICAP FIKIA project on community-based HIV prevention and testing in the project region
  • Develop annual and quarterly work plans and supervise implementation at the regional level to ensure all targets are met
  • Liaise with regional authorities, stakeholders, and partners as the representative for ICAP’s regional office for technical and supportive guidance
  • Organize the orientation of the local government authorities and other stakeholders about the community-based HIV prevention project
  • Organize the training/orientation of healthcare workers in the selected health facilities on the community-based HIV prevention project
  • Participate in the development of the referral network model between the community-based outreach and health facility services
  • Coordinate and conduct mapping of hot spots and size estimation where KVP including adolescent girls and young women are found
  • Collaborate with organizations for execution of sub-agreements and service agreements
  • Supervise the recruitment and training of community outreach workers and lay counselors from peer groups to implement the outreach services.
  • Mentor and supervise community outreach workers and lay counselors regularly and frequently during outreach sessions and lead regular meetings

Position Title: Health Information Systems Officer
Reports to: Data Manager

Overall Job Function:
  • The Health Information Systems Officer will be responsible to carry out activities related to the development of health information systems for ICAP in Tanzania. 
  • S/he will work closely with the programs and M&E teams to prepare requirements for mHealth and eHealth systems, follow-up on items in progress and ensure products are developed with quality and according the program needs. 
  • S/he will work with the M&E team to conduct quality checks on the system to ensure the systems are functioning as intended, and program needs are being met. 
  • S/he will be responsible for liaising with technology partners to ensure program requirements are translated into useful tools. 

Specific Responsibilities and Duties:
  • Participate and guide development of information systems for project data management.
  • Conduct quality checks on software systems developed for the project to ensure data is being capture and managed with quality and according to Columbia University, MoHCDGEC and ICAP in Tanzania requirements and standards.
  • Work closely with the technology partner to translate program and M&E requirements into functioning software systems.
  • Conduct training and supervision to ICAP field teams in new and existing mHealth and eHealth systems.

Overall Job Function: The Data Officer is responsible for managing at the regional level all data entry and database- related tasks and queries; reporting regional data to central teams; and developing data analysis presentations for the region. The Data Officer’s responsibilities include electronic data entry and cleaning of the paper forms from field activities, as well as follow-up with health facility registries for referral and linkage tracing and verification, and supportive supervision to outreach workers on M&E issues. S/he will work closely with the other members of the program and M&E teams. 

Specific Responsibilities and Duties:
  • Ensure timely and complete data entry from paper based sources to electronic sources
  • Review completed paper based tools and compare electronic data entries with source documents on a regular basis to verify accuracy of data and make corrections as needed

Overall Job Function: The field officer is responsible to manage the day-to-day field implementation of a community- based HIV prevention program targeting key and vulnerable populations (KVP). One of the primary roles will be to coordinate and supervise community-based HIV services for target beneficiaries. S/he will work closely with the Project Coordinator and be the primary liaison with healthcare service providers from health facilities. 

Specific responsibilities and duties:
  • Develop a work plan for day-to-day program implementation at the district level including supervision of field activities
  • Ensure community-based testing activities are implemented day-to-day according to the workplan, and facilitate coordination of logistics as needed
  • Supervise the delivery of field-based HIV prevention services to beneficiaries by community outreach volunteers, including scheduling and implementing day and night mobile outreach campaigns.
  • Support HIV testing and pre- and post-test counselling with beneficiaries, and facilitate referrals for HIV positive clients.
  • Mentor and supervise peer outreach volunteers regularly and frequently during outreach sessions and lead weekly outreach volunteer meetings and capacitate Field Assistants in their supervision of outreach volunteers
  • Ensure adequate supplies of commodities and tools to outreach volunteers and healthcare workers 
  • Organize healthcare workers who are engaged from health facilities to provide services in mobile/community-based activities via on-site supportive supervision and mentoring

Required Experience: Minimum 3 years’ experience providing HIV testing and counselling services including at least one year experience supervising other staff, with demonstrated familiarity with MOH systems, tools and procedures for HIV testing and care management.

Overall Job Functions
The Field Assistant supports day-to-day field implementation of a community-based HIV testing and prevention program targeting key and vulnerable populations (KVP). S/he will work closely with the Field Officer(s) to ensure delivery of community-based HIV testing services for target beneficiaries. 

Specific responsibilities and duties:
  • Participate in the work plan development for daily implementation at district level of field activities 
  • Conduct day-to-day program implementation at the site level including preparing logistics for field activities
  • Support the delivery of field-based HIV prevention services to beneficiaries by community outreach volunteers, including rollout of day and night mobile outreach campaigns.
  • Support HIV testing and pre- and post-test counselling with beneficiaries, and facilitate referrals for HIV positive clients.
  • Mentor and supervise peer outreach volunteers regularly and frequently during outreach sessions and lead weekly outreach volunteer meetings; Prepare adequate supplies of commodities and tools to outreach volunteers and healthcare workers
  • Work closely with healthcare workers and community outreach volunteers to ensure all data collection tools are entered appropriately, and conduct on-job mentorship for community outreach volunteers
  • Assist with identifying/screening, recruitment, and training of community outreach volunteers from peer groups to implement the outreach services.
  • Participate in routine mapping/re-mapping of hotspots and size estimation where targeted populations are found
  • Perform any other duties as assigned by the supervisor 

Required qualification, Knowledge and skills:
Required Education: Medically trained personnel (nurse, clinical officer, laboratory technician, MD, etc) who have current qualifications and training in phlebotomy and HIV testing duties. 

Required Experience: Minimum 1 year experience providing HIV testing and counselling services with demonstrated familiarity with MOH systems, tools and procedures for HIV testing and care management.
o Preference given to those who have additional experience with community- based HIV programs targeting KVP.
  • Excellent speaking, reading, and writing skills in English and KiswahiliExcellent computer skills, at minimum with Microsoft Office package
  • Ability to maintain confidentiality regarding clients’ health status and sensitive information contained in data sources.
  • Flexibility to work after normal working hours and weekends at informal gatherings and entertainment centers and travel extensively to remote areas, including islands.

Position Title: Linkage and Retention Officer
Reports to: Project Coordinator (respective region)
Supervises: Linkage and Retention Assistants (respective region if applicable)
Location: Geita, Mara, Simiyu and Tanga

Overall Job Function: The Linkage and Retention Officer is responsible for coordinating and managing the linkage to care, initiation of HIV treatment, and retention in care of beneficiaries diagnosed with HIV through the FIKIA project which a community-based HIV prevention program. The Linkage and Retention Officer’s responsibilities include identification of clients who are not linked to or retained in care, and coordination for follow-up of these clients to ensure they achieve viral load suppression. The Linkage & Retention Officer liaises with facility partners and health facility representatives to ensure continuity of care for HIV positive clients between community and facility-based services. 

Specific responsibilities and duties:
  • Develop work plans for the day-to-day implementation in assigned region to achieve linkage to and retention in care for beneficiaries who are diagnosed with HIV from community based testing efforts and ensure the activities are carried out as planned
  • Monitor the uptake of HIV testing and treatment including test-and-treat strategies and identify gaps to improve uptake of treatment initiation, linkage to and retention in care.
  • Ensure all contacts and partners of newly diagnosed PLHIV are reached for index testing
  • Work closely with clinical implementing partners and health facility in-charges to coordinate activities, share data and work-plans to ensure continuum of care for beneficiaries reached or followed up in the community.
  • Work closely with M&E staff to ensure data on linkage and retention collected by the program are accurately captured, and support CTC2 data extraction to enable follow-up and reporting on linkage and retention.
  • Improve feedback on referrals from health facilities and overall strengthen the continuum of care between community and facility interventions.
  • Supervise CTC2 data extraction and compare with ICAP data, and monitor the identification and follow-up for clients who are lost-to-follow up and missed appointments.
  • Perform any other relevant duties as assigned by the supervisor. 

Required qualification, Knowledge and skills:
Required Education:
o Medically trained personnel with a diploma or higher including: Nurse, MD,
clinical officer, assistant medical officer OR
o Non-medical personnel with a Bachelor’s degree or higher in the following fields: Public Health, Sociology, Psychology, Social Work, Gender Studies, or Community Development. 

Required Experience: Minimum 3 years’ experience working directly with people living with HIV, providing counselling or other prevention and treatment services including at least one year experience supervising other staff.
o Preference given to those who have additional experience working with Key
and Vulnerable Populations (KVP) for HIV prevention and care.
  • Familiarity with MOH tools on HIV care and treatment such as CTC1 and 2 cards, registers and database. 
  • Excellent speaking, reading, and writing skills in English and KiswahiliExcellent computer skills, at minimum with Microsoft Office package

The Linkage and Retention Assistant’s responsibilities include identification of clients who are not linked to or retained in care, and follow-up of these clients to ensure they achieve viral load suppression. The Linkage & Retention Assistant follows up cases between community and facility-based service delivery to ensure continuity of care.

  • Facilitate testing of contacts and partner notification of newly diagnosed PLHIV (index testing)
  • Work closely with health facility staff to ensure all HIV positive clients diagnosed in the community are initiated on treatment, entered in CTC databases, and retained in care.
  • Support and mentor peer outreach volunteers regularly during outreach sessions to ensure adequate follow-up and support of HIV positive clients including tracking of missed appointments, defaulters, and loss to follow-up (LTFU).
  • Liaise with health facility staff to ensure HIV positive clients identified in the community and linked to facility are appropriately followed up and retained in care.
  • Track HIV positive clients that were transferred out to other facilities within the ICAP implementing regions and ensure that they are retained in care.
  • Support CTC2 data extraction and compare with ICAP data to identify and follow- up with clients who are lost-to-follow up and missed appointments. 
  • Perform any other relevant duties as assigned by the supervisor.
