Tanzania is seeking expressions of interest from highly qualified
candidates for the Supply Chain Advisor Position of an anticipated DFID
funded programme – Scaling Up Family Planning in Tanzania. This 5-year
programme aims to scale up access to FP in rural and urban areas,
enabling women to safely plan their pregnancies and improve their sexual
and reproductive health and rights. The programme will integrate a
comprehensive range of services including care for victims of sexual
violence and post abortion care and will seek innovative ways to reach
people with disabilities, refugees and young people with family planning
(FP) services.
Position Description:
Supply
Chain Advisor works to ensure uninterrupted supplies of family planning
and reproductive health commodities in DFID-supported and
Engenderhealth-implemented Family Planning Scale up Program in selected
regions of Tanzania. The staff works closely with President’s Office
Regional Authorities and Local Government Authorities (PORALG) through
Regional and Council Health Management Teams to strengthen capacity to
plan and execute supply management activities; strengthen use of data to
monitor and evaluate regional, district and health facility commodity
supply chain; and improve data management practices to ensure
accountability, transparency, and availability of commodities to the
last mile.
Roles and Responsibilities
•
Lead the review of all supply chain assessments conducted in the past
[including national holistic supply chain assessment, UNFPA Supply chain
study etc] and ensure the recommendations from these assessments are
utilized to develop capacity building plans
•
Build the supply chain management capacity of the Regional Health
Management Teams (RHMT), Council Health Management Teams (CHMT) to
ensure availability, accessibility and use of family planning and
reproductive health commodities at regional, district and health
facility levels.
•
Work closely with RHMT and CHMT to strengthen health commodity
logistics systems. This include use of electronic logistic management
Information system (eLMIS) to collect, organize and manage logistics
data and subsequently strengthen stakeholder coordination, performance
monitoring, forecasting, quantification, needs assessment, and
supervision.
•
Work closely with Logistic Management Unit (LMU) to strengthen
quantification capacity at regional, district and health facility levels
and increased forecasting accuracy on the Request and Reporting
(R&R) form and timely submission of order to Medical Store
Department. Support health facilities to keep track of stock levels,
commodity movement, and program needs
•
Support health facilities on understanding the procurement processes
including lead times to improve planning for commodity needs.
•
Coordinate quantification, procurement and distribution of buffer stock
commodities to outreach teams in liaison with procurement agent and
other project implementation team
•
Support regions, district and health facilities to improving
warehousing, storage and distribution systems for effective handling of
commodities and minimize losses, expiries and stock out
•
Work closely with Regional and District Pharmacists and Tanzania Food
and Drugs Authority on strengthening quality assurance and reporting of
adverse reactions at regional, district and health facility levels
•
Provide health care workers at the facility, district and regional
levels with tools and training on pharmaceutical and health care waste
disposal management.
•
Lead coordination of supply chain implementing partners in project
regions for effective harmonization, linkages and effective financial
resources to achieve maximal results. This include organizing periodic
stakeholder review meetings.
•
Support ongoing improvements in supply chain data generation,
collection, processing, storage, and utilization, and ensure that
reports are prepared, shared, and used for decision-making
•
Collect and review lessons learned from program implementation to
refine methodologies for effective family planning and reproductive
health commodity security

Qualifications and key attributes
• Advanced degree in Pharmacy, logistics/supply chain management and related fields
• Minimum seven years of experience in supply chain management, performance monitoring, and logistics data management, particularly at Regional, district and health facility levels
• Minimum seven years of experience working in the health systems to support Ministry of Health, RHMT, CHMT and health facilities.
• Experience and familiarity with Reproductive health and family planning interventions
• Experience and familiarity with monitoring and evaluation for systems performance, process improvement, and data management strongly preferred
• Experience conducting capacity building, on-the-job mentoring, or continuous process improvement programs preferred
• Donor-funded field experience preferably with DFID
• Familiarity with database (especially eLMIS and DHIS2) and spreadsheet queries, formulae, and graphical presentation of data
• Demonstrated ability to achieve results in dynamic, high-pressure environments
• Ability to communicate effectively in a cross-cultural environment with multiple stakeholders and partners
• Demonstrates leadership, versatility, and integrity
• Proven leadership and organizational skills
• Fluency in English and Kiswahili and excellent report writing skills required
