We are looking for a Country Representative (CR) based in Dar es Salaam, Tanzania to lead implementation of PSI’s awards in collaboration with the Government of Tanzania and other key partners, help us diversify funding streams, and continue to increase health impact. The CR should have significant management and new business development experience, strong operational acumen, proven experience managing large teams to deliver complex projects in challenging environments and high Emotional Intelligence to support their team to succeed. You will introduce PSI to new partners and strengthen relationships with existing ones. You will serve as one of our biggest advocates for private sector approaches to public health challenges.

Your contribution
As the CR, you will be responsible for the management of the country platform, including strategic, programmatic and operational management and oversight for Tanzania’s contract and grant portfolio and representation of PSI’s activities in the department. You will be responsible for achieving a high level of project performance while assuring compliance with regulations across a range of donors and financial/administrative best practices. You will have a broad knowledge of multiple health areas in order to guide program implementation across a diverse portfolio. Of critical importance, will be your ability to adhere to frequently changing government NGO compliance regulations (tax, financial, reporting, etc.) and maintaining and further enhancing strong relationships with all levels of government.

Specific tasks include:
Strategic Leadership, Program Planning and Execution
  • Lead institutional development through strategic planning, program development, human resource planning and staff capacity building;
  • Provide leadership to a senior management team including a highly-experienced Deputy Country Representative, Director of Operations and Technical Advisor (to be recruited.);
  • Deliver ambitious health impact targets in line with agreed program deliverables;
  • Oversee development, monitoring and implementation of strategic, marketing and operational plans and activities;
  • Support a culture of routine program management data generation and use to inform program decision-making.
  • Lead on sustainability approaches, market development and private sector engagement activities.
  • Link senior directors and managers to the larger PSI network including regional Marketing, Research and M&E advisors as well as appropriate PSI/W based technical departments to ensure adequate coordination, support and continuing innovation in these areas.
  • Oversee program budgets, financial and internal controls; assure timely and accurate financial reporting as required by PSI/Washington and other funders.
  • Ensure compliance of all activities – financial, minimum standards, program quality assurance, donor regulations, etc. – and that all audit recommendations are implemented according to schedule;
  • Maintain a working culture that fosters diversity, equity and inclusion in everyday work.

Institutional Strength

  • Maintain and foster already strong external relations with strategic partners such as government, development partners, implementing partners and UN agencies, among others;
  • Fundraise for existing and new activities and expansion of the health program’s portfolio;
  • Develop and maintain an organizational structure which ensures PSI is staffed to deliver current commitments and prepares for future opportunities. Also, lead downsizing when necessary;
  • Build technical, management and leadership capacity of staff.
Manage talent
  • Continue to recruit and groom local technical, management and leadership capacity; proactively identify and plan for learning opportunities for key staff members across the PSI Global network and beyond.
  • Develop and enforce field office administrative policies. Promote and demonstrate an ethical environment in line with PSI’s values of honesty and acting with integrity. Support the application of appropriate internal controls to protect PSI’s assets.

Risk Management

  • Proactively perform risk assessments to identify and mitigate risks, including operational, financial, legal, contractual, reputational and safety. Ensure that mitigation actions are implemented and proactively work with HQ to ensure adequate oversight and support is provided across teams.
  • Develop and maintain systems that ensure the safety and security of staff and assets in all aspects of work per best practices, PSI operating standards, and field realities.
  • Liaise with the Global Security Department and VP on crucial events, high-risk periods, incident reporting and security policy changes;
  • Promote and demonstrate an ethical environment in line with PSI’s values of honesty and acting with integrity.

The basics:
  • You have at least 10 years of experience managing people, budgets and public health programs.
  • You have significant demonstrated experience in government and donor relations and collaboration.
  • You have an MBA, MPH, MD or other relevant degree.
  • You have lived and worked in a developing country, preferably in East or Southern Africa.
  • You have committed to building local technical, management and leadership capacity.
  • You are fluent in English.
  • You have significant demonstrated fundraising, personnel and financial management experience; includes strong track-record in assuring contractual, financial and programmatic compliance with internal and external policies and procedures.
  • References will be required.
  • The successful candidate will be required to pass a background check.

You are agile in your approach, able to quickly recognize, address and mitigate potential conflicts before they arise.
