UMB works around the world to enhance capacity of governments, Regional and District Health Management Teams to improve the quality of health services through targeted technical assistance, systems development and institutionalization of quality improvement initiatives. In Tanzania, UMB works through its affiliate, Maryland Global Initiatives Tanzania (MGIT) a not for profit organization.
UMB has teamed up with Amref Health Africa to implement a Comprehensive HIV Care and Treatment project aimed at acceleration of achieving the 95-95-95 goals for HIV Epidemic control and building of sustainable health systems for optimized population-wide health outcomes. The project which is branded as Afya Kamilifu Project received funding from the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) through CDC Tanzania and will be implemented in Tanga Regiona and Zanzibar Islands. UMB and Amref Health Africa will work under the guidance and close collaboration of CDC Tanzania, Ministry of Health, Community Development, Gender, Elderly and Children, Zanzibar Ministry of health, President’s Office Regions Authority and Local Government (PORALG), RHMTs, CHMTs, Health facilities and other stakeholders for successful implementation of the Afya Kamilifu Project.

LOCATION: Dar es Salaam – with frequent travels to Tanga and Zanzibar.
Job summary
The Associate Director for Clinical Services will be responsible for the overall oversight, coordination, and supervision of all Afya Kamilifu projects’ technical deliverables. S/He will lead the project in designing interventions that will timely respond to emerging needs at both patient and programmatic levels. S/He will work very closely with the Associate Director for Monitoring and Evaluation and the Regional Program Managers to timely evaluate program effectiveness in meeting stated objectives within agreed timelines. S/He will provide the overall management and coordination of the Afya Kamilifu Technical arm.
SPECIFIC RESPONSIBILITIES
8. Regularly monitor project activities and oversee the annual evaluation according to the project’s EPMP plan
9. Coordinates provision of technical assistance to the Local Clinical Partners & Regional Health management teams and identifies and solicits technical resources from different departments within the country office and UMB Headquarters to meet emerging technical demands

- Leads the technical team in the designing and implementing public health interventions to increase delivery and utilization of effective, efficient, high quality and high impact HIV/AIDS services
- Leads the technical team in monitoring the achievement of 95-95-95 goals for HIV epidemic control and stimulate a timely response to implementation gaps in order to stay on track
- Working under the leadership of the project director, the Associate Director for Clinical services will lead the technical team in the preparation and reviewing of annual workplans, spearhead the writing and submission of all donor-related monthly, quarterly, and annual reports.
- Coordinates the development, execution and continuous updating of the projects strategic plan, adjusting goals and workplans and overall operation of the technical team to meet projects and donor requirements.
- Ensure project staffing is adequate and with enough technical competence to meet the objectives of the project
- Make budget projections and timely report on cash flow and any variations to the Project Director for prompt action

- Participate in the project budget development and review meetings and budget effectively for all technical -related activities
- Works closely with the Associate Director of M&E, in coordinating training of RHMTs and LIP staff on the application of epidemiological and statistical design, methods, and theories in designing studies and tools to evaluate various HIV/AIDS intervention strategies
- Directs the recruitment, selection, training, and supervision of the UMB/Afya Kamilifu technical team who implement program activities
- Reviews and manages project deliverables to ensure they are completed accurately and in timely manners.
- Participates in the development of the project strategic and operational plans and oversees the development and successful implementation of the annual work plans.
- Providing national level technical assistance to improve policies, strategies, and guidelines that are evidence-based and maximize the impact of the national HIV program; monitor programmatic performance on the HIV care cascade
- Assist in data management and analysis, review and interpretation of country program results, and development and review of reports and technical publications.
- Develop, publish and deliver scientific findings, presentations, reference materials as requested on HIV/AIDS and other diseases epidemiology and/or modeling and related subjects for informational, advocacy, and coordination purposes.
- Perform any other duties assigned by the Project Director and UMB Country Director
QUALIFICATIONS:
- Medical degree and any Master in a health-related field such as MMED, MPH, Epidemiology is required.
- A minimum of 7 years’ experience in managing PEPFAR funded HIV projects at senior level is required. Also, experience working with R/CHMTs, councils and facilities offering HIV care is required.
- Demonstrated ability to plan and coordinate with a variety of collaborators, including national level managers, donors, technical assistance organizations and NGOs
- Demonstrated experience in developing and implementing successful training and supervisory systems as well as direct supervision experience.
- Ability to work with Microsoft Office software, specifically Word, Excel, and PowerPoint
- Ability to work independently and manage various tasks in a team setting on a daily basis
- Strong organizational and communication skills.
- Strong problem-solving skills and results driven.
- Fluency in written and spoken English and Swahili.
