Background: Founded in 1807, The University of Maryland, Baltimore, (also known as the University of Maryland or UMB) comprises of some of the oldest professional Schools including School of dentistry, law, medicine, pharmacy, social work and nursing in the United States.
UMB works around the world to enhance capacity of governments, Regional and District Health Management Teams to improve the quality of health services through targeted technical assistance, systems development and institutionalization of quality improvement initiatives. In Tanzania, UMB works through its affiliate, Maryland Global Initiatives Tanzania (MGIT) a not for profit organization.

UMB has teamed up with Amref Health Africa to implement a Comprehensive HIV Care and Treatment project aimed at acceleration of achieving the 95-95-95 goals for HIV Epidemic control and building of sustainable health systems for optimized population-wide health outcomes. The project which is branded as Afya Kamilifu Project received funding from the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) through CDC Tanzania and will be implemented in Tanga Regiona and Zanzibar Islands. UMB and Amref Health Africa will work under the guidance and close collaboration of CDC Tanzania, Ministry of Health, Community Development, Gender, Elderly and Children, Zanzibar Ministry of health, President’s Office Regions Authority and Local Government (PORALG), RHMTs, CHMTs, Health facilities and other stakeholders for successful implementation of the Afya Kamilifu Project.

MGIT is advertising for the following position to support its work under this project, and invites all qualified candidates to apply:
Position: Project Accountant
Reporting to: Director of Finance and Administration
Work Station: Dar es Salaam
Duties & Responsibilities
· The Accountant will have responsibilities for ensuring donor grant reporting and compliance regulations are met.
· Review on-time program expenses against approved budget, program report and deliverables as well as supporting documentation to check for allowability, allocability and reasonability.
· Verify accuracy of transactions and uniform application of policies, procedures, and acceptable standards.
· Receives, Analyzes, adjusts, and prepares various internal/external financial ledgers, schedules, exhibits and summaries along with any assigned databases utilized for financial reporting.
· Preparing of all program financial reports in a timely manner
· Monitors assigned budgetary transactions (i.e. payroll, accounts, receivable, forecasts) on a daily basis.
· Responsible for compliance oversight of the USG award and related sub-agreements.
· Interpretation of USG and other donor regulations for local partners and staff.
· Trainings on compliance perform internal control assessments, and conducts financial reviews and follow-up of recommendations.
· Ensure that files are organized, legible, and logically developed to document the management, accounting and logistics systems, the assessment of those systems, the tests developed and conducted to evaluate those systems, and the tests of reporting accuracy.
· Trip logistics management -advance processing, reimbursements and liquidation.
· In collaboration with the Technical Director prepare on-time monthly/quarterly cash requests and all liquidations to donor; ensure the DFA approves and endorse them before are submitted to donor/HQ 

Qualification and Working Experience
· Bachelor’s degree with a major in Accounting/Finance
· At least 3 years’ experience working in the finance area, in particular Grant Accounting. 

Qualities & Skills
· Satisfactory experience in posting of Financial Data in Accounting Software. Experience with quick book accounting package is an added advantage.
· Prior experience in working with Donor funded organizations and managing a functional level in a busy environment. Specifically, Financial experience with a USAID-funded project and knowledge of USAID rules and regulations is strongly desired
· Audit Experience is an added advantage.
· Proficiency in standard office computer applications, particularly excel.
· Ability to work under pressure and meet deadlines.
· Excellent interpersonal and communication skills
