Job Description
The International Rescue Committee (IRC) is one of the largest
humanitarian agencies in the world, providing relief, rehabilitation and
post-conflict reconstruction support to victims of oppression and
violent conflict. IRC has worked for over seven decades and today is
involved in over 25 conflict zones in the world. IRC addresses both the
immediate, life saving needs of conflict affected people in an emergency
and the reconstruction needs in post conflict societies. IRC is

IRC has started implementing health
programming related to primary health care, reproductive health, as well
as Mental Health and Psychosocial support (MHPSS) aimed at supporting
the MoH and improving access to health care for Burundian Refugees
crossing the border into Tanzania. Activities are currently on health
facilities (Health Centres, Health Posts, and Health Screening Sites)
and support to government facilities.
Job Purpose
The
Medical Doctor will support the implementation of health programming in
Nyarugusu Camp, border entry points and other responsibilities as
directed by the line manager, specifically in response to the Refugee
crisis, including managing the Health team and all day to day health
activities in Nyarugusu camp. The position is based in Nyarugusu/Makere
with regular trips to other field bases and sites, as requested by
his/her line manager.
Program Management
• Oversee the implementation of IRC quality health program activities in Nyarugusu camp and border entry points
• Ensure that all stated health program goals and objectives are met,
that projects are monitored, and that reports are submitted on a timely
manner;
• Actively supporting the health team, Chair Morning
clinical meetings, participate in ground daily ward round and advice
case management accordingly, support RH clinics in Mtendeli (ANC, PNC,
FP) as well as the Community Reproductive Health on weekly basis.
• Support the compilation of data and generation of quality health reports on a regular and timely manner;
• Attending and representing IRC fully in all meetings related to health and others as directed by the Supervisor.
• Supporting the ASRH Officer and the Community Health Workers in
executing their duties including, community mobilizations and
sensitizations, planned campaigns.
• Actively Providing technical
support, formal and informal trainings to field-based health staff with
an emphasis on staff capacity building, with guidance from the Senior
Health Coordinator
• Work closely with the IRC’s MHPSS, WPE or GBV
teams to implement holistic programming to meet the diverse and unique
needs of women and girls;
• Documenting , Active follow-up, and
timely reporting on the success stories built form Refugees and Health
staff in Nyarugusu Camp Promoting a culture of learning whereby
lessons-learned and good practices for Donor and organizational memory.
• Compilation of data collected from every unit on weekly basis, doing a
primary quality data checks into the HIMS and the Community database
and share with the Health Manager/Health Coordinator for analysis.

Management of drugs, medical supplies and other supplies, ensuring the
daily drug consumption documents is filled accordingly from the mini
store manager in the camp or form the dispensing staffs from every unit.
• Any other duties as assigned by the supervisor to enable and develop IRC Health programs.

Key Working Relationships
Internal:
The Medical Doctor reports technically to the Senior Health Coordinator
Work closely with Health Manager
External
Tanzanian MoH, TRCS, IOM, UNHCR, MSF and other authorities as requested by the Health Manager/health Coordinator
Qualifications
• Degree in Medicine, MPH with experience in emergency environments with at least 3-5 years of experience implementing public health programs, preferably within Humanitarian contexts. Experience with primary health care and reproductive health programs is an asset.
• Demonstrated knowledge of public health and surveillance practices. Experience with reinforcing infection control in health facilities is an asset.
• Strong experience in management, capacity building, and training staff
• Background in situation analysis, health assessments and program implementation; Experience implementing health programming in hard to reach areas/displaced communities
Competencies

• Meets time-lines for all reporting and delivery of outputs
• Results-based attitude as well as excellent organization skills are must
• Strong computer skills, with a good knowledge of MS office windows including word, excel, access would be an advantage.
