SCOPE OF WORK
TITLE: STRATEGIC PLANNING FOR NATIONAL BANK TRAINING INSTITUTE VOLUNTEER EXPERT
Location of Assignment: Dar es Salaam, Tanzania
Proposed Level of Effort: 3-4 weeks

Objectives of the Assignment
The
objective of this assignment is to support TIOB draft a comprehensive
3-year strategic plan in order to deliver its mandate and the focused
areas mentioned above.
Background
This
assignment will support a joint-initiative between the Tanzania
Enabling Growth through Investment and Enterprise (ENGINE) program and
Tanzania Institute of Bankers ( TIOB) —both of which share a commitment to strengthening the capacity and responsiveness of Tanzania’s financial institutions.
The
ENGINE Program, implemented by the international Executive Service
Corps (IESC) —aims to streamline and enhance many of the regulatory,
informational and financial channels that encourage domestic and foreign
investment in the mainland agricultural regions of Mbeya, Morogoro, and
Iringa, as well as in Zanzibar. ENGINE’s activities are divided into
three main components: improving the business enabling environment,
building the capacity of businesses through business advisors, and
improving access to financial services for small businesses.
Tanzania Institute of Bankers ( TIOB) is a professional body established in 1993 under
the Companies Ordinance (Cap 212) of the laws of Tanzania, with the
mandate of promoting the highest standards of competence, practice and
conduct among persons engaged in the banking profession by providing
professional banking education and skills development to bank staff in
Tanzania. This mandate followed the liberalization of the banking and
financial sector in the country which opened doors to private banks and
financial institutions. TIOB
offers five core services – Certification Examinations; Onsite and
Online Library Services; Continuous Banking Education Programmes;
Continuous Professional Development Courses; Membership Services; and general public financial literacy.
FOCUS OF THE NEW STRATEGIC PLAN
TIOB’s
approved strategic action plan for transformation was completed in
2018, raising the need for a new strategic plan to be prepared. It is
expected by TIOB’s Governing Council that TIOB’s new strategic plan will
take stock of the lessons learned from the implementation of the
previous action plan and deliver the following key strategic
objectives/focus areas:
-To develop a Ubiquitous Online Presence for TIOB and its offerings.
-To
design, develop and offer Membership Services that are both relevant
and commercially valuable enough and also address the challenges of the
industry.
-To
build a body of knowledge of banking for Tanzania and making it
accessible and user friendly; Eventually building enough Research Data
for TIOB to become a Research Centre and selling its Research Data for a
price; Eventually building enough knowledge to become an encyclopedic
reference point which is globally recognizable.
-To fully digitize TIOB’s professional assessment tests and examinations.
-To support the implementation of its objectives through a digitally driven strategy.
Anticipated Tasks
The Volunteer expert will complete the following tasks:
Prior to departure:
- After receiving confirmation to work with ENGINE, the volunteer will work closely with the IESC office in Tanzania, review available secondary information and identify any country or institution-specific information needed to tailor the materials to the local context.
- Develop effective workshop materials and finalize details of the assignment. The volunteer is encouraged to incorporate case studies and practical examples in the materials.
Upon arrival in Tanzania:
- Attend an orientation meeting with ENGINE Program staff in Dar es Salaam.
- The volunteer expert will work closely with TIOB to review and get a better understanding of TIOB’s training and certification programs and meet with stakeholders before writing a final strategy document.
- Meet with TIOB for orientation and start of the assignment accompanied by ENGINE Program staff.
- Expert to review TIOB’s training and certification programs including the new syllabus and workbooks.
- Meet with financial institutions: Spend 2 days visiting Training Departments or Units of 2 big banks; 2 mid-sized banks; and 2 micro-finance banks to learn their individual approaches to developing their training plans.
- Expert to analyze the collected information, review and revise the materials and prepare for the workshop.
- Conduct a half-day consultative workshop w ith Training (L&D) Managers; and 2 key Business Directors (Credit & Retail Business Heads) from each of the 50 banks in order to share observations from meetings with financial institutions and TIOB.
- Write a final strategy document which incorporates observations and recommendations, as well as a comprehensive project implementation plan for the strategy.
- Attend a debriefing session with ENGINE and TIOB Staff and then the TIOB Governing Council to provide feedback and discuss the recommended strategic plan and document.
The Expert Volunteer will submit the following deliverables:
- A strategy “pitch deck”
- An executive summary and presentation slide deck outlining key elements of the strategy document.
ii)
Final Strategy Document: The Expert must submit a comprehensive
strategy document and project plan to TIOB which is to include the
following sections:
- A summary of findings and observations from visits to stakeholders and desktop review of industry relevant documents (e.g. financial statements; news articles etc.)
- A detailed action plan and budget for implementing the strategy. The plan should be submitted in the following formats: MS Excel format, PDF, and MS Project file format.
Additionally, the Expert Volunteer will provide exit debriefings to the ENGINE and TIOB staff.
Volunteer Qualifications
- At least 7 years of professional banking experience; and at least 3 years in strategic planning and management;
- University level of education in banking, finance, accounting, economics or related field;
- Extensive knowledge of the banking and financial services industry.
- Strong financial and business process analytical skills;
- Excellent leadership, communication and presentation skills, including coordinating tasks in group settings;
- Ability to address issues, challenges, questions and concerns in a professional, respectful, logical and timely manner;
- Flexibility and adaptability to cross-cultural environments;
- Ability to manage complexities.
