Job Title: Assistant Programme Officer CBM is an international Christian development organization, committed to improving the quality of life of people with disabilities in the world. Overall Mission:
The Assistant Programme Officer supports the Programmes Team in the implementation and monitoring of programme and operations work.
Main tasks
Programme Services
§ Receive required reports and requests from partners, undertake preliminary checks for completeness, adherence to CBM format, deadlines and ensure quality check before submitting for internal processing. Ensuring timely execution of partner requests.
§ Maintain a database of the implementing partner reporting records. Follow up with the partners for progress reports and submission of reports as per reporting schedule.
§ Present regularly status reports on project deliverables as per set work plans to the Programme Officer.
§ Assist during the annual budget application process (follow up on budget application requirements, data entry, budget formulation, budgetary implementation, budgetary monitoring.)
§ Play a key role in resource gathering through collection, compilation and publication of beneficiary stories and images; as guided by CBM and donor standards.
§ Track and file accurately data on each partner’s proposal, approved budget, funds transferred, key documents and reports, to ensure accurate reporting and accounting of grants.
§ Ensure that approved funds to partner organizations are transferred in a timely manner in line with the organizations policies and procedures.
Coordination/Logistics
§ Maintain a calendar of key deliverables, meetings and project visits to support the programme team work plan
§ Diary management of meetings and conferences for the team, preparation of office memos, minute taking and Reports of Discussion.
§ Coordinate logistics and schedules with relevant parties to efficiently plan project visits and meetings
§ Assist in arranging CBM official field missions, make appointments with other stakeholders
§ Participate as part of the team members in programme coordination meetings including project monitoring visits guided by Terms of Reference

Pre-Requisites
Education, Knowledge & Professional Experience:
• Diploma in Project Management/Business Administration or the equivalent.
• Minimum of two-years previous proven work experience in a similar position; Experience in an International NGO is an added advantage.
• Work experience in similar field, particularly in the area of disability inclusive development
• Project management knowledge an advantage.
• Effective communication skills at partner levels: verbal and written.
• Social media and web savvy, with a minimum of 1year experience with communication support;

Overall Mission:
The Assistant Finance and Operations Officer be responsible to support The Finance and Operations function including administration, procurement and logistics and the management of office in compliance with CBM rules and procedures.
Main tasks
Finance
§ Process all payments (cash and bank) ensuring that proper support document is included, and it is properly approved internally before payment.
§ Ensure transactions and data are properly recorded and entered into the accounting system
§ Ensure that all expense transactions are reasonable, valid, adequately supported by receipts and within the Country Office’s budget.
§ Prepare and reconcile bank statements
§ Assist with the maintenance of the filing system of all financial reports, fund requests and other finance documentation
§ Review timekeeping and leave records submitted by Administration Department
§ Assist in year-end closing of accounting books
§ Support the preparation of the Country Office’s annual audit
§ Grant and receive advances to staff, and ensure reimbursement and trip reports received from staff at surrender are well prepared and supported before clearing them off.
Administration
• Assist with the maintenance of the filing system of all financial reports, fund requests and other finance documentation
• Review timekeeping and leave records submitted by Administration Department
• Develops and maintain an accurate and up to date records management system (including classifying and coding electronic and hardcopy files) of departmental files, manage the library of CBM resources, including the reception area information/literature.
• Liaise with relevant service providers for faulty telephone lines, taxi, water, stationery and such other providers in the area of work and for timely services.
Procurement and asset management
• Prepare procurement plan, receive procurement requests, send out for quotations, organize the Procurement Committee’s meetings, draft the minutes of the meetings, deliver purchase orders and receive the goods timely, and in consistency with the procurement process.
• Receive procured goods as per acceptable quality, specification and quantity, and finalize all related documents as guided by CBM procurement guidelines, within agreed timelines.
• Custodian of the office store including managing stock levels for office supplies, stationery, communication merchandise provide reconciliation and raise purchase requests.
• Ensure proper vehicle management and maintenance.
• Ensure that the filling system of records of all stock movements are documented.
• Manage the office and support the Office Attendant
Pre-Requisites
Education, Knowledge & Professional Experience:
• Diploma in a relevant field, such as Business Administration, Accounting and/or Finance.
• At least two years of experience in accounting and finance, preferably in a development organisation
• Ability to work with minimum supervision
• Effectiveness at team work and interpersonal relationships
• Keen analytical skills
• Excellent organisational skills, and ability to deal with stress or pressure
• High degree of accountability and integrity
• Well spoken, with ability to communicate clearly and concisely.
• Ability to efficiently handle a range of tasks concurrently to meet different needs
• Ability to integrate into a multi-cultural environment.
